New York eHealth Collaborative (NYeC) is designated by the federal government and the state of New York to advance HIT statewide' improving healthcare and reducing costs for all New Yorkers. While it receives support from the state and federal governments, NYeC is an independent collaborative. It partners with stakeholders from around the state and across the nation to promote innovation, provide the support, and establish the policies necessary to advance HIT in New York State.
NYeC works to ensure that its mission of statewide HIT implementation is successful through a specific focus on four key areas: Education, Public and Private Collaboration, The Construction of a Statewide Health Information Network for New York (SHIN-NY), and Technical and Adoption Services to help providers adopt electronic health records in their practices. NYeC is seeking a Vice President, Product Development who will be responsible for the Product Development functions at New York eHealth Collaborative. Provides application systems, technology and architecture strategy, development, implementation and administrative services to support and grow the products and business applications of NYeC.
Responsibilities:• Provide support and interpretation of technology for business planning and operations functions• Collaborate with Product Management to create and execute on product roadmaps• Collaborate with peers in Client Services and Technology Operations to support organization objectives around: Client Satisfaction, Employee Satisfaction, Accountability and Performance• Provide effective products and services as scheduled and within budget• Provide leadership and direction for product architecture, planning and development• Contribute to the continuous improvement of development policy and methods• Travel as needed to ensure achievement of project or initiative objectives• Direct reports to this position are variable: 10-20 Architecture and Engineering positions• Demonstrated ability to manage indirect/dotted-line relationships• Other duties and responsibilities as assigned
Additional Specifics:• Responsible to produce the Product Roadmap via the Product Management organization• Produce an operating plan and manage to it• Ensure that departmental milestones are met for overall product release plan• Monitor / approve expenses and travel according to company policy• Establish annual performance and compensation plan for employees• Establish annual budget and ensure achievement of financial objectives
Essential Qualifications:• 7+ years management experience in technical product development• Minimum 5 years technology strategy, implementation & administration experience• Minimum of 10 years hands-on software development/integration experience• 5+ years directing >20K hour projects in Internet-based product development• 3+ years delivering products deployed on UNIX/Linux and java• 3+ years delivering products deployed on Microsoft .NET infrastructure• Software product development, quality, configuration and shipping methodology exeperience• Ability and desire to maintain technical skills including software architecture and engineering, design and code reviews as well as system performance, scalability assessment and tuning• Ability to articulate strategy, build plans and deliver on projects to meet NYeC business objectives• Ability to motivate, assess, develop and retain software engineering staff• Ability to understand and influence system architecture and organization change• Ability to judge the financial implications of alternative architectures and scaling models• Ability to build industry and relationships with 3rd party software vendors and consulting firms• Four year degree in computer science, electrical engineering or related field• Advanced degree in information technology administration or software engineering.
Desired Qualifications:• Familiarity with health care industry, provider organizations, clinical systems and technologies• Familiarity with Health Information Exchange concepts and facilities• Multi-industry experience in at least one multi-division Fortune 500 company• Management consulting or IT software vendor experience
